Microsoft Ireland Payment Services Limited (MIPSL) is establishing an Irish payment institution and is seeking a Finance Compliance IC4 to report to the Head of Compliance. This role will be responsible for building, operationalising, and enhancing the Compliance Monitoring & Testing Programme, with a focus on AML/CFT controls and broader regulatory requirements. The ideal candidate will have significant experience in regulated financial services, strong knowledge of Irish and EU financial services regulation, and excellent analytical and stakeholder management skills.

Ansvarsområden

Play a hands-on role in completing, testing and operationalising MIPSL’s Compliance framework ahead of go-live.
Build, operationalise and continuously enhance MIPSL’s second-line Compliance Monitoring & Testing Programme.
Develop and execute a risk-based annual Compliance Monitoring & Testing Plan.
Lead second-line testing of AML/CFT controls, providing independent assessment of control design and operating effectiveness.
Deliver testing across the wider Compliance framework, including consumer protection, conduct and other applicable regulatory requirements.
Design and lead Compliance testing of material business, product, process and control change, including targeted pre-go-live assurance.
Design and execute high-quality thematic and controls-based reviews focused on material and emerging compliance risks.
Clearly articulate findings, root causes and required actions, and independently validate the effectiveness and sustainability of remediation.
Translate testing outcomes into actionable insight and senior-level reporting.
Support regulatory reviews, inspections, Internal Audit and other assurance activity.
Build strong relationships across Compliance, Risk and the First Line, providing constructive challenge while supporting sustainable control improvements.
Lead opportunities to automate, enhance and scale Compliance monitoring, testing, analytics and reporting.

Krav

Significant experience in Compliance Monitoring, Testing or Assurance within regulated financial services.
Strong knowledge of Irish and EU financial services regulation, with strong AML/CFT controls-testing experience.
Experience designing and executing risk-based monitoring and testing plans, including thematic and controls-based reviews.
Strong experience assessing control design and operating effectiveness, identifying root causes and evaluating remediation.
Experience producing clear, insightful reporting for senior management and governance committees.
Strong analytical, written and stakeholder-management skills, with the confidence to provide effective independent challenge.
Degree, relevant professional qualification or equivalent professional experience.

Önskade kvalifikationer

ACAMS, ICA, ACOI/LCOI or equivalent Compliance/Financial Crime qualification.
Experience in payments, e-money, fintech or banking.
Experience building or enhancing a second-line Compliance Monitoring & Testing Programme.
Broader testing experience across AML/CFT, consumer protection, conduct and regulatory compliance.
Experience with thematic reviews and assurance methodologies.
Experience supporting regulatory reviews and Internal Audit.
Experience using data, analytics or automation to enhance Compliance testing.
Experience in a complex multinational or matrixed organisation.
