Senior Technical Specialist - Rest, Jira, Windchill

Job Summary

We are seeking an experienced Azure DevOps to GitHub Architect to lead enterprise-scale migration and modernization initiatives from Azure DevOps (Repos, Pipelines, Boards, Test Plans, Artifacts) to GitHub Enterprise Cloud/Server. The ideal candidate will define migration strategies, architect GitHub-based DevSecOps solutions, establish governance frameworks, and drive adoption of GitHub Actions, GitHub Advanced Security, and modern CI/CD best practices.

This role requires strong expertise in software development lifecycle (SDLC), DevOps transformation, cloud-native architectures, automation, security integration, and stakeholder management.

Key Responsibilities

Migration Strategy & Architecture

• Define enterprise migration roadmap from Azure DevOps to GitHub Enterprise.
• Assess current Azure DevOps landscape and identify migration dependencies.
• Design migration methodologies for:
  • Azure Repos to GitHub Repositories
  • Azure Pipelines to GitHub Actions
  • Azure Artifacts migration strategy
  • Azure Boards integration/migration approach
  • Test plans and quality management integration
• Develop target-state architecture and operating model.

GitHub Platform Engineering

• Design GitHub Enterprise Cloud/Server architecture.
• Implement GitHub Organizations, Repositories, Teams, and Permissions model.
• Establish branching, tagging, release management, and repository governance standards.
• Build reusable GitHub Action workflows and templates.
• Design self-hosted and GitHub-hosted runner architectures.

DevSecOps Transformation

• Implement GitHub Advanced Security capabilities:
  • Code Scanning
  • Secret Scanning
  • Dependabot
  • Security Overview
• Integrate security controls within CI/CD pipelines.
• Define Secure SDLC and compliance frameworks.
• Implement policy-as-code and governance controls.

CI/CD Modernization

• Convert Azure DevOps YAML pipelines into GitHub Actions workflows.
• Standardize deployment automation across environments.
• Develop Infrastructure as Code (IaC) deployment strategies.
• Enable Continuous Integration, Continuous Delivery, and Continuous Deployment practices.

Cloud & Platform Integrations

• Integrate GitHub with:
  • Azure
  • AWS
  • GCP
  • Kubernetes
  • Terraform
  • SonarQube
  • Artifactory/Nexus
  • ServiceNow
  • Jira
  • Microsoft Entra ID (Azure AD)
• Implement SSO, RBAC, and identity governance.

Skill Requirements

Technical Expertise

• 12+ years in Software Engineering, DevOps, or Platform Engineering.
• 5+ years of DevOps architecture experience.
• 3+ years of GitHub Enterprise implementation experience.
• Strong expertise in Azure DevOps ecosystem:
